Cindy passed away Saturday, August 30, 2025, at her home in Norfolk.

Cynthia Kay Lichliter was born January 10, 1955, in Battle Creek, Nebraska to Allan Edward and Frances Ella (Schultz) Wagner. Cindy graduated from Battle Creek High School in 1973.

In 1975, Cindy married Roy Rathgeber. The couple was blessed with a son, Anthony Allan, born October 14, 1975.

On October 25, 2002, Cindy married Randy Lichliter. Since 1996, she had helped raise Randy’s son, Zachary.

Cindy worked at Bailey’s Bistro, Behavioral Health Services, League of Human Dignity, and Northeast Nebraska Area Agency on Aging until retiring in January of 2020.

She cherished the outdoors, especially camping trips that gave her the chance to gather around a glowing campfire, swapping stories with friends and soaking in the beauty of a sunset. Nothing made her happier than time with her grandchildren, where her creativity truly shined as she dreamed up fun and imaginative craft projects to enjoy together. Cindy’s curiosity and love of learning never waned, and she found great joy in exploring the history and natural wonders of Nebraska and South Dakota, always eager to discover something new to share with others.

Cindy is survived by husband, Randy; sons, Anthony Rathgeber (Melissa Ward) of Lincoln, NE and Zachary (Bethany) Lichliter of Cape Girardeau, MO; grandchildren, Kenadie, Elijah, and Savannah; sister, Becky (Howard) Allvin of Kearney, NE; brother, Larry (Helen) Wagner of Roseburg, OR; nieces, Alicia Allvin of Kearney, NE and Heather Wick of Elm Creek, NE; and nephews, Andrew Allvin of Gibbon, NE and Jason Wagner of Roseburg, OR.

She was preceded in death by her parents and brother, Dennis Wagner.
